Professional Biography
Karl F. Kumli, III is a shareholder/director of the Boulder, Colorado, law firm of Dietze and Davis, P.C., where he has practiced water and energy law for the past 28 years. He is admitted to practice in Colorado and California, and was formerly admitted to practice in New Mexico.
Karl’s practice emphasizes water law transactions and litigation, public utilities law (electricity, natural gas and water), water rights, water rights title, water quality, public lands, real estate, conservation easement and cultural resources law. Clients have included the State of Colorado, counties, municipalities, special districts, ditch companies, private associations, corporations, First Nations, ranches and individuals. Practice is before all Colorado courts, Colorado Division of Water Resources, other federal and state regulatory commissions, including the Colorado Public Utilities Commission, and the Federal Energy Regulatory Commission, as well as the Colorado Water Courts, United States Forest Service, Bureau of Land Management and Bureau of Reclamation. Particular practice emphasis is on energy project development, water portfolio acquisition and development, public land law, real estate, and cultural resource law. Karl also has an active public entity practice, working on behalf of special districts and municipalities across Colorado, as well as Tribes across the American Southwest. He has been a fellow of the Bighorn Center for Public Policy and a CoBALT fellow.
Karl is an avocational historian of the Southwest Borderlands, a program host for public radio and has produced and hosted “Law & Justice” a local television program on common legal issues. Karl has served as president of the Boulder County Bar Association and has held numerous leadership positions in the Colorado Bar Association. Karl is a graduate of Stanford University and University of the Pacific, McGeorge School of Law. He has served on a wide variety of non-profit boards including Hilos Culturales, Crow Canyon Archaeological Center,. EcoCycle of Boulder County, as well as bar association foundations. Karl and his wife live in the Denver metropolitan area.
