Strategic Growth Report Overview: 

In 2024, the Colorado Legislative Assembly adopted several pieces of legislation around housing, land use, water, and related issues. One of these laws, SB24-174, directs the Department of Local Affairs (DOLA) to submit a Strategic Growth Report to the state legislature by October 31, 2025. The Strategic Growth Report is intended to further a statewide conversation on the intersections between housing, transportation, infrastructure, water; and why the way we grow is important to an affordable and sustainable Colorado. The law states that the report must include two major elements: (1) a land use scenario analysis; and (2) land use policy recommendations. DOLA and partner agencies are in early stages of developing these analyses.
 

To engage stakeholders, DOLA and Rocky Mountain Land Use Institute (RMLUI) are holding this webinar to kick off a discussion to encourage stakeholders to identify priority policy opportunities for strategic growth. DOLA will use this input to inform the Strategic Growth Report. The webinar will feature a panel discussion of land use experts, followed by participant discussion with experts. The discussion will include a particular focus on infrastructure (water, electric, utilities, maintenance costs and growth patterns, etc) that is critical to a sustainable and affordable Colorado, yet not always in the headlines.
