Federal lands play a significant role in the renewable energy production in this country, as evidenced in the other chapters. This chapter focuses on the special problem on federal land of drawing the line between allowing access to these lands for energy production and the regulatory framework to protect the environment and wildlife. This framework is constantly changing and can pose a serious impediment to such development. This includes a discussion of hydrokinetic energy, as this is produced off shore in waters under federal control.
