Mr. Mapp has thirty years of local government experience in the fields of land use, urban design, downtown revitalization, facility planning, grantsmanship, fair housing, special studies and coordination in the public and private sector. Mr. Mapp established his firm Planning and Facility Management in 1987. He currently works as a Senior Planner for WRG Design in Eagle, Idaho.

Mr. Mapp recently completed serving his third term as a member of the Boise City Council. He is also serves as Board Member of ValleyRide, the Treasure Valley Regional Transportation Authority, Vice – Chair of the Capital City Development Corporation, the city of Boise’s Downtown Redevelopment Agency, and Liaison to the Boise City Airport Commission. Mr. Mapp served as President of the Idaho Planning Association from 1999 to 2003, President of the Boise City Council from 2003-2005 and Chairman of ValleyRide Board of Directors in 2004. Mr. Mapp serves as Hearing Examiner for the City of Caldwell, City of Parma and Canyon County and as City Planner for the cities of Horseshoe Bend and Notus. He has conducted land use workshops for more than forty cities and counties in Idaho.

Mr. Mapp involvement in fair housing issues include developing the Fair Housing Manuel for the Fair Housing Conferences in Boise and Mountain Home Idaho (1988), writing the HUD Consolidated Plans for the City of Boise (1990) and the City of Nampa (1995), lead the team and writing the Fair Housing section the Community Development Block Grant Manuel for the state of Idaho (1998) and completed Analysis of Impediments to Fair Housing and Action Plan for the city of Nampa (2004). In addition, Mr. Mapp has conducted workshops on Fair Housing since 1988.

Mr. Mapp graduated from Idaho State University with a Bachelor of Architecture and Bachelor of Arts in Sociology in 1975.
