Dr. Zelda M. DeBoyes is the Court Administrator for the Aurora Municipal Court in Aurora, Colorado. She has managed all non-judicial court functions for this limited jurisdictional court since 1992. As a council appointee, Dr. DeBoyes reports directly to the Mayor and City Council of the City of Aurora. She is principally responsible for the operational divisions of Case Management, Probation, the Marshals’ Office, Jury Services and Court Information Technology. She is also the Department Director for the Aurora Detention Center. Prior to this appointment, Dr. DeBoyes was the Operating Section Manager for the Denver County Court’s Traffic Division and was the Management Analyst in the Court Services Division of the Colorado Judicial Branch.
Committed to her profession and community, Dr. DeBoyes has served and remains active in a variety of organizations. She is currently a member of the Board of Directors for the Excelsior Youth Center. She is the Chair of the Juanita Gray Community Service Award Committee through the Denver Public Library. Dr. DeBoyes recently served as a commissioner with the Colorado State Commission on Judicial Performance (2002-2011). She also served as a Board Director for the National Center for State Courts and the Leadership Institute for Judicial Education (2002-2008). Dr. DeBoyes is a Past President and Board Director of the National Association for Court Management (1994-2001). She is a graduate of the African-American Leadership Institute, the Aurora Citizens’ Police Academy, and has served on the boards of the Lowry Family Center, Northeast Women’s Center and Marcus Walker Track Club.
In February 2012, the Metro State Alumni Association recognized Dr. DeBoyes with the ‘Giving Back’ Award. She is the recipient of the prestigious National Center for State Courts’ Distinguished Service Award. She received the Elks’ Leadership Award in 1999. In 1997, the Denver Chapter of the American Alumni of University Women recognized her as a Trailblazer in her profession.
Dr. DeBoyes is a graduate of Metropolitan State College and received her Master of Business Administration from the University of Colorado-Denver. She earned a Ph.D. in Higher Education from the University of Denver. Her dissertation is entitled: A sense of trust through the eyes of African American doctoral students: An examination of how a predominantly White institution of higher education can create an environment of inclusiveness.
