Evan Lee, Professor at UC-Hastings College of the Law and Constitutional Rights & Remedies Scholar-in-Residence, will speak on Supreme Court decisions regarding when Congress may subject states to private suits for damages in federal court pursuant to its Reconstruction Amendment enforcement powers.
