During January 1994, the first tax was sent regarding the developing genocide situation in Rwanda. No one intervened. Why? How should foreign powers respond to an intervene in a genocide situation? Should the Rwandan genocide have been predicted?

Please join us to hear a panel of experts on the Rwandan genocide discuss these questions and build upon themes raised in the article by Peter Van Arsdale et al entitles “Genocide, Ethnocide, and Ethnic Cleansing: An Exploratory Review.”
