This course explores how these laws are being changed through ballot initiatives, legislative action, and administrative rulemaking. Through the lens of cannabis regulation, students will learn about the legislative process, Colorado's working group approach to policy making, reform via direct democracy (ballot initiatives), and drafting constitutional amendments, statutes, and administrative rules.
