Terrance D. Carroll is a former Speaker of the Colorado House of Representatives. He represents clients in regulatory, administrative, and civil litigation matters. Terrance is experienced in constitutional and statutory challenges to federal laws, state laws, and regulatory regimes; administrative and regulatory litigation before administrative courts as well as state and federal courts on judicial review; and guiding clients through the rule-making process. He represents clients in the full range of issues related to election and campaign finance regulations including compliance and litigation. Terrance's skill set makes him well qualified to assist his clients in achieving interconnected legal, political, and policy objectives by combining sound legal reasoning with pragmatic and strategic policy advice. In 5280 magazine's list of the 50 Most Influential People in Denver, Terrance's entry noted his reputation as a skillful negotiator and dealmaker by stating he is a "critical and respected negotiator."
