Paul Jacobs was born in Boston, Massachusetts on June 5, 1940 in Boston, Massachusetts. He earned his undergraduate degree from Tufts University, and was then commissioned as a 2nd Lt. in the U.S. Air Force, assigned to Craig Air Force Base in Selma, Alabama. While in the Air Force, Paul represented several airmen in administrative proceedings and served on several court martial boards as a non-lawyer. This sparked his interest in a legal career, which he pursued by earning a Juris Doctorate from the University of Denver and joining the firm of Holme Roberts & Owen, where he practiced for 24 years. When the prospect of a Major League Baseball expansion was raised in the summer of 1990, Paul was “determined to get involved.” Jacobs eventually became Executive Vice President and General Counsel of the Colorado Rockies Baseball Club, where he remained until 1995. Since 1997, Paul has served as the lead negotiator for the City of San Diego in connection with its $1 billion urban redevelopment project. Paul also represents the City of San Diego in its lease and stadium negotiations and represented the City of Denver and the Regional Transportation District in connection with transportation development projects at Denver Union Terminal.
